The victim believed the person driving the Impala was a police officer when he pulled her over from the northbound lane of Shrewsbury Avenue at Murdoch Avenue around 9 p.m. July 30, police said. She had already been pulled over by a fully-marked police car that night for a defective headlight, and she told the man posing as police that she had been stopped minutes earlier by another officer, who gave her a ticket.

While speaking to the victim, the man "kised her on the cheek and attempted to kiss her on the lips," according to police. The man told the victim that she would be paying enough on the previous citation and said she could leave.
