The Shrewsbury Board of Aldermen is considering putting a temporary property tax increase on the November election ballot. However, board members opted to delay their decision after talks concerning the uncertainty surrounding the Kenrick Plaza redevelopment and a less-than-projected deficit from 2011. In a work session that drew little public attendance, the board discussed a potential property tax increase that would most likely include a sunset provision of six years. The measure could potentially raise anywhere from $250,000 to $400,000, depending on the size of the hike. Large chunks have dropped from the guy wires of a nearby radio tower to batter his house.
At a work session of the Shrewsbury Board of Aldermen, resident Doug Jacobs raised concerns about possible danger posed by ice falling from a nearby radio tower. According to Jacobs, his house is occasionally showered by large chunks of ice falling from the guy wires supporting the lofty structure owned by ABC affiliate KDNL-TV. In the past, the debris has ripped the siding from the walls of his house, which was again bombarded this past weekend. “It is more than property damage; it’s human damage,” Jacobs said. “These icicles are six inches in diameter and three feet long and they come crashing down on your roof, your car or whatever.” The incident is not exactly a common occurrence. The public hearing set for Wednesday will be rescheduled again with several weeks notice.
Shrewsbury announced Tuesday that the public hearing Wednesday on the $20 million tax increment financing (TIF) assistance proposed for the redevelopment of Kenrick Plaza has been canceled. The TIF commission heard at its last meeting on Nov. 9 that changes were being made to the site plan for the planned Walmart-anchored redevelopment. The commission was told that several of its questions would have to wait until the cost/benefit analysis of the redevelopment had been revised. Shrewsbury's special counsel on the project, Mark Grimm, said then that the changes would be done in a week. Board of Aldermen met for the second of three work sessions to discuss the budget for the 2012 fiscal year.
National and county politicians aren’t the only ones faced with tough fiscal decisions this year. The Shrewsbury Board of Aldermen spent a work session Tuesday discussing options for closing a budget gap that will otherwise eat into the city’s fund reserves. According to a draft version of the 2012 budget, Shrewsbury is expected to fall $151,879 short in its general fund and $133,259 in the red in its capital improvements fund. City revenues are predicted to total $5,646,551, which is almost unchanged from the year before but still down from the $5,819,667 collected in 2008. Parties involved in the Walmart-anchored redevelopment answered some, but not all, of the TIF commission’s questions on Wednesday.
With an audience of more than two dozen watching, representatives of planning consultants PGAV, developer G. J. Grewe and Shrewsbury city officials gathered Wednesday to answer questions from the TIF commission about the proposed $48.9 million Kenrick redevelopment and the cost-benefit analysis. Despite having received the questions in writing after the last meeting, however, special counsel to the city Mark Grimm told the commission that some would have to wait until changes being made to the site plan were assessed. “I’m frustrated to not have all the data. The new alderwoman elected in April continues her opposition to the Walmart project.
Shrewsbury alderwoman Dee Wiecher registered the only “nay” vote on a procedural resolution related to the redevelopment of Kenrick Plaza. The resolution concerned setting a date for a public hearing for the Shrewsbury TIF Commission to discuss the plaza’s redevelopment plan. The site’s developer, GJ Grewe, revealed a preliminary proposal for revamping the ailing shopping center at a meeting of the St. Louis County TIF Commission Aug. 17. The centerpiece of Grewe’s proposal is the construction of a Walmart Super Center as an “anchor store.” After the meeting, Wiecher said her vote was based on her opposition to the Walmart-centered effort. “I don’t think we should be doing this at all,” she said.
